demned his acts, and we are unwilling to add to that which he
has already received.
The Executive Contingent Fund, is placed solely at the dispo-
sal of the Governor. In his wisdom, Governor Ligon has ex-
pended a portion thereof, for purposes that do not meet with our
approval. But your committee is unable to propose any plan to
meet the exigencies of the case. We can therefore, only record
here our protest against the aforesaid unlawful expenditure of
the State's money by which the whole amount of the appropria-
tion for the year 1857, has been taken up, and by reason of which
payments for unlawful purposes many just debts incurred by the
late Governor, for the ordinary, proper and current business of the
Executive department, have remained unpaid, and the expenses
of the late Administration have thrown upon the fund which the
Legislature may appropriate for this year, the sum of nearly two
thousand dollars, thus expended for the transportation of materials
to be used against the peace of the State, would more than have
satisfied the numerous just creditors of the fund, whose claims
have been neglected and postponed by reason of these unwarranted
acts of the late Governor.
