Mr. Naill presented the petition of Jno. A. Lynch, of
Frederick county, praying for compensation for services ren-
dered under an appointment of the Governor, in the Court of
Appeals ;

Which was referred to the committee on Claims.

The Speaker appointed Messrs John D. Mountz, of Alle-
gany county, Elias Ware, of Baltimore city, and B. Peyton
Brown, of Anne Arundel county, additional committee clerks,
under the order offered this morning.

On motion of Mr. Harding,

Leave was granted the Montgomery county delegation, to
report a bill for the relief of Mrs. Mary Tabler, of Frederick
county.

Mr. Freaner presented a petition from citizens of Wash-
ington county, praying the passage of an act to establish a
new election district in said county ;

Which was referred to the Washington county delegation.

On motion of Mr. Burgess,

Leave was granted the Charles county delegation to report
a bill, authorising the board of commissioners of said county,
at their discretion, to levy upon the assessable property of
said county, a sum sufficient for the support of Pere Wilmer,
at the Lunatic Asylum of Maryland.

Mr. Miller, from the special committee, made the follow-
ing

REPORT:

The committee to whom was referred an order, to take into
consideration the adoption of the 29th rule of the Senate, as
a rule of this House, beg leave respectfully to report, that
they recommend that the following rule be adopted :

The House, from its organization, and the duties it has
to perform, not having the time, and not being adapted to
investigating the facts upon which private rights rest, will
not pass any private acts in cases where any or either of the
courts of this State have jurisdiction, and can upon proper
application, afford competent relief.
