THURSDAY, March 8, 1860.

The House met pursuant to adjournment, and was opened
with prayer by the Rev. Mr. Davenport.

Present, at the call of the roll the following members:

Messrs. Kilbourn, Speaker, Durant, Morgan, Rasin, Med-
ders, Welch, Mackubin, Briscoe, Parran, Compton, Burgess,
Ford, Worthington, Denison, of Baltimore co., Quinlan, Ren-
shaw, Jones, of Talbot, Chaplain, Dennis, of Som., Stanford,
Lawson, Linthicum, Keene, Holland, Wilson, of Cecil, Max-
well, Miller, Bryan, Jones, of P. G., Legg, Starkey, Jacobs,
Landing, Dennis, of Wor., Kessler, Claggett, Routzahn, John-
son, Salmon, Naill, Wilson, of Har., Bayless, McCoy, Straughn,
Goldsborough, Krafft, Booze, Seth, Berry, Crowley, McAllis-
ter, Smith, Turner of Baltimore city, Denison, of Balt. city,
Coudy, Eakle, Brining, Stake, Griffith, Harding, Gordon,
Barnard, Beall, McCleary, Roop, Gorsuch, Mills, Turner,
of Howard, and Brown.

The proceedings of yesterday were read.

The Speaker laid before the House the following bills, re-
ceived from the Secretary of the Senate:

A bill entitled, an act to refund to Philip T. Tyson, cer-
tain moneys paid by him for the use and benefit of the
State;

Endorsed: "passed by yeas and nays;"

Which was read the first time, and referred to the committee
on Claims.

A bill entitled, an act to incorporate the Policy Coal and
Iron company of Allegany county;

Endorsed: "passed by yeas and nays;"

Which was read the first time, and referred to the com-
mittee on Corporations.

A bill entitled, an act to pay to Eleanor B. Watkins, wi-
dow of the late Colonel Gassaway Watkins, a captain in the
army of the American Revolution, a sum of money therein
provided;

Endorsed: "passed by yeas and nays ;"

Which was read the first time, and referred to the com-
mittee on Pensions.

A bill entitled, an act appropriating a sum of money for
