Mr. Burgess proposed the following amendment:
"Provided, that if at any time hereafter it may become
necessary to enact laws creating a tax to raise means to liqui-
date the interest and provide for the ultimate redemption of
any indebtedness upon the part of the State that may grow
out of the provisions of this act, then, and in that event, the
counties of Charles and Calvert are hereby declared to he ex-
empted from the operation of any such tax laws ;"
