The rules were suspended, and the House took up for con-
sideration the bill entitled, an act to amend sections 6, 7, 8,
9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 23, 24 and 25 of article
—, of the code of public local laws, relating to the collection
of State and county taxes in Howard county;

Said bill was then read the second time, and by special
