220              JOURNAL OF PROCEEDINGS [Jan. 30,

On motion of Mr. Briscoe,          

Leave was granted the committee on the Judiciary to
introduce a bill entitled, an act to add an article to the
public general laws of this State, making illegal certain con-
tracts in stocks and securities as therein mentioned.

The Secretary of the Seriate delivered the following bills :
A bill entitled, an act to repeal the 706th section of the
4th article of the code of public local laws, which gives to the
Mayor of the city if Baltimore, the Judge of the Criminal
court of Baltimore, and the Judge of the Superior court of
Baltimore, the power to order out the militia ;

A bill entitled, an act to amend the 4th article of the code
of public local laws, by amending the 33rd section of said
article, relating to the police and general power of the Mayor
and City Council of Baltimore, and repealing the 774,
775, 776 and 777 sections of said article, relating to the
police of said city, and the power of the Mayor and City
Council to establish and regulate the same, and inserting in
lieu of the section so repealed, the following sections, for the
purpose of providing a permanent police for the city of Balti-
more;

A bill entitled, an act to amend the 817th section of the
code of public local laws, which authorises the Mayor and
City Council of Baltimore, to clean the streets and protect the
pavements of said city, and to substitute the following section,
giving to the Mayor and City Council, in addition to the
power contained in said section, the power to erect lamps and
cause the same to be lighted at the expense of the city ;

A bill entitled, an act to amend the 4th article of the code
of public local laws, by inserting therein the following sec-
tions, regulating elections in the city of Baltimore, and to
repeal the 18th section of said article touching elections ;

A bill entitled, an act to amend the 1, 2, 3, 5, 6, 8, 12, 13,
14, 15, 17, 18, 19, 20, 23, 24, 28, 30, 31, 38, 44, 43 and 50 sec-
tions of the 35th article of the code of general laws relating to
elections, so as to exclude the city of Baltimore from the ope-
ration of said sections, except as herein provided, and substi-
tute for said sections the following ;

Which were severally referred to the committee on the
Judiciary.

Mr. Chaplain, from the committee on the Judiciary, report-
ed favorably on the bill entitled, an act to amend the 110th,
111th, 112 and 113th sections of article 30 of the code of pub-
