those wards, where such violence prevailed as to prevent a free
expression of the will of the legal voters, should not be counted,
and that the vote of those wards only should he counted where
there was free access to the polls.                

The undersigned further represent, that in pursuance of the
requirements of the Act of Assembly of Maryland, passed, A.
D., 1844, ch. 284, they duly served a notice of contest upon
the members elect of Baltimore city, setting forth specifically
the grounds thereof;—that testimony has been taken under
the provisions of said act, and said notice and testimony, with
documents relating to the contest, have been duly transmitted
to the Clerk of the House of Delegates.

Wherefore, referring to said notice of contest as a part of
this memorial, your memorialist pray that the matter may be
inquired into by your honorable body, and that they may be
declared entitled, and be admitted to scats in the House of
Delegates as the members thereof, duly elected from Baltimore
city for the ensuing two years; or if it shall be the opinion
of the House of Delegates, that neither the undersigned, nor
the members returned as elected, are entitled to take their
scats in your honorable body; your memorialists pray that a
new election may be ordered, and the matter again submit-
ted to the people of Baltimore city.
