746            JOURNAL OF PROCEEDINGS. [Mar. 7,

Mr. Harrington offered the following:
Whereas, Frederick W. Jones, the Reporter and Correspon-
dent of the Baltimore Republican newspaper, has caused to be
published certain disrespectful and offensive remarks upon a
member of this House, in violation of the courtesy extended to
him of a seat on this floor,                                                 

Ordered, That the said Frederick W. Jones be and he is here-
by deprived and prohibited from further privilege and use of a
seat on this floor;                                                          

Which was adopted.

A bill entitled, an act providing for the enrollment and reorgan-
ization of the Militia and for the encouragement of volunteer
corps in this State,                                            

Was read the second time and three-fourth of the members
concurring,

Was read the third time and passed by yeas and nays as fol-

lows:
