On motion of Mr. Carper,
Leave was granted to the Frederick county delegation to bring
in a bill to incorporate the Potomac Iron and Bridge Com-
pany.
On motion of Mr. Partridge,
Leave was granted to the committee on judiciary to bring in a
bill to enable the Northern Central Railway Company to sell cer-
tain property.
The Secretary of the Senate returned
A bill entitled an act for the relief of Thomas Warfield and his
wife and children, free negroes of the District of Columbia,
Endorsed, "passed by yeas and nays with proposed amend-
Amendment Proposed.
"Be it enacted, That before the persons mentioned in the fore-
going section shall be authorized to avail themselves of the pri-
vileges intended to be granted by this act, it shall be the duty of
the Orphans' Court of Montgomery county to determine on
such testimony as said court may deem sufficient, whether they
are of good character and able to support their children; and if,
in the opinion of the said court it is expedient to do so, said
court may grant a written permit to said free negroes to return to
the State of Maryland, a copy of which permit shall be recorded
in any manner said Orphans' Court may direct as evidence of the
right of said free negroes to return to the State, and which per-
mit shall be sufficient to protect said free negroes in the rights in-
tended to be secured by this act; and if said Orphans' Court re-
fuse to grant the permit, all rights intended to be secured to said
negroes shall cease, and they shall and may be deemed to be sub-
