upon it, directly of indirectly, whether by the "higher-law" abo-
litionists of the North, or the secessionists of the South; and
Maryland now deprecates as a wrong to her and her sisters of the
South, and as a great national calamity, the recent election, as
presiding officer of one of the branches of the National Legisla-
ture, of a sectionalist who has had the temerity to utter sentiments
antagonistic to the permanency of the Union.                 

Resolved, That while we accord justice to all, we boldly assert
and will steadfastly maintain the rights of the South to Southern
institutions, and we will repel, at fill hazards, any interference
therewith.

Resolved, That the views in regard to constitutional rights and
national policy expressed in the foregoing resolutions, are the same
which have ever been and are now entertained and advocated by the
citizens of Maryland, and which we believe will ever be pro-
claimed and advocated by their Representatives in the State and
National Legislatures.             

Which were read.                             

Mr. Kildow offered the following as a substitute:
Resolved, That we most deeply deplore that one of the Repre-
sentatives of a portion of the people of this State should, in such
an emergency as the late election of Speaker of the House of
Representatives of the United States, have failed in his high duty
to his constituents, and given to our sister States of the South
reasonable ground to apprehend that the people of the city of Bal-
timore are not with them in sentiment and opinion upon the great
issues now before the country.
