lected from one of the Gubernatorial districts as designated in the
Constitution, alternately, and that the next Senator to be elected
shall be selected from the Third (Western) district, and the next
from the second district, and the next from the first district, and
so on successively, reserving the order established by the Consti-
tution for the selection of Governor by the people.
All of which is respectfully submitted.

The consideration of which was postponed, and made the spe-
cial order for Monday evening March, 3rd,
Mr. Rankin from the select committee reported favorably on a
bill entitled, an act to authorize the Commissioners of the Land
Office, to issue a patent for certain land in Baltimore county.
Mr. Hall reported a bill entitled, an act for the relief of the
Commissioners of Montgomery county;
Which was read the first time and referred to the Committee on
Claims.
Also on a bill entitled, an additional supplement to the act of
1831, chapter 323, entitled, an act relating to free negroes and
slaves;
Was read the first time.
And a bill entitled, an act appropriating a sum or money for
the use of the Insane Hospital, accompanied with the following
REPORT.
The Committee to whom was referred the memorial of the
Commissioners of the Insane Hospital, have given the subject
that careful consideration which it so justly merits.
The subject of Insane Hospitals is one which certainly demands
the serious attention of the Legislature inasmuch as every cit-
izen of the State is directly or indirectly interested in the benifi-
cent objects of this Institution, as he knows not at what time some
untoward circumstance may cause him to require its aid. The
patronage of State has been wisely and providently extended to
the promotion of those interests, which enhance the happiness
and prosperity of its citizens while in the enjoyment of the physi-
cal and mental faculties, with which they have been endowed by
their Creator, according to their wants, as developed by their
energy and enterprise.
This policy has been adopted and extended to a deserving class,
but who at the same time do not possess the powers of suste-
nance and self-preservation.
