On motion of Mr. Hall,

The rules were suspended to allow him to submit the follow-
ing order:

Ordered, That it be entered on the Journal of the House, that
if Mr. Hall had been present when the supplement to the charter
of the Metropolitan Rail Road Charter was passed, he would
have voted in the affirmative.

   Which was adopted.

  The order of the night being

A bill entitled, an act to provide for the erection of a new Dor-
mitory to the Maryland Penitentiary, and making suitable provis-
ion for a Chapel, and for insane parsons confined in said Peni-
tentiary.                                                                                    

Mr. Daniel submitted the following amendment:

"Nathan T. Dushane, George M. Smith, William J. Timanus."

Amendment assented to.                                                     

On motion of Mr. Scott,           

The said bill was made the order of the day for Friday the
29th.

On motion of Mr. Hall,

The rules were suspended to enable him to bring in a bill to
pay to the Commissioners of Montgomery County, the expenses
attending the prosecution of Marshall M. Offutt, by the State.

On motion of Mr. Kennedy,                                       

Ordered, That the Speaker appoint a clerk to the select com-
mittee to whom was referred so much of the Governor's Message
as relates to secret societies.

Which was adopted.

Mr. Scott from the select committee reported a bill entitled, an
act to incorporate the Farmers and Merchants' Bank of Cecil
county,

Which was referred to the Committee on Corporations.

Mr. Duvall from the Committee on Militia reported favorably
on a bill entitled, an act providing for the enrolement and reor-
ganization of the militia, and for the encouragement of volun-
teer corps in this State.

The House proceeded with the ordinary business of the day.
