The rules were suspended to allow him to report a bill entitled,
an act to allow Charlotte Ann Wheat, a free woman of color, to
remain in this State;
Which was read the first time, and referred to the committee on
colored population.
A bill entitled, an act to compel persons taking an appeal from
the decision of any Justice of the Peace, to the circuit court of
Washington county, to pay all costs on said judgment, before an
appeal can be taken.
