and administrators, or of so modifying said act that no adminis-
tration shall be required for the purpose only of securing to the
State the usual tax on said commissions, and that they have leave
to report by bill or otherwise.
Which was adopted.

The following committee of one from each county, and the
city of Baltimore, was appointed to confer with similar commit-
tees from other States in regard to the erection of a National Mon-
ument in Independence Square, in the city of Philadelphia:
Messrs. Roberts, Plowden, Griffith, Dorsey, Dowell, Merrick, Rankin,
Toadvine, Dail, Miller, Brooke, Goldsborough, Timmons, Bren-
gle, Duvall, Whitby, Askew, Loughridge, Hall, Wickes, Brown

and Stewart.

Mr. Daniel offered the following order:

Ordered, That so much of the Governor's message as refers to
the sale of State lands, and laws regulating such sales, be referred
to the Committee of Ways and Means,                     

Which was read.                           

On motion of Mr. Miller,

Leave was granted to the Cecil county delegation to bring in a
bill to build a bridge in Cecil county.

Mr. Partridge, from the Committee on the Judiciary, offered the

following report:                                         

The Committee on the Judiciary, to whom was referred so
much of the Governor's message as relates to crimes and punish-
ments, the penitentiary, &c., recommend to the House the ap-
pointment of a select committee of five to visit and inspect the
Maryland Penitentiary, House of Refuge, and the Institutions for
the Blind and the Deaf and Dumb, and to report the result of
their observations to the House.
On motion of Mr. Lester,

Said report was accepted, and Messrs. Daniel, Hall, Clark,
Lester and Wickes, were appointed said committee.

Mr. Timmons moved to suspend the rules in order to give a
second reading to the bill entitled, an act for the, relief of Arnold
Pitts, free negro of the State of New York.

The question being on the suspension of the rules,
Three-fourths of the members concurring, the rules were sus-
pended,

And the bill was read the second time,

On motion of Mr. Bowie,                   

was referred to the Committee on Colored Population.

On motion of Mr. Merrick,
