220             JOURNAL OF PROCEEDINGS          [Feb. 6,

WEDNESDAY, February 6th, 1856.

                           

The House met.    Present at the call of the roll the following
members:

Messrs. Speaker, Plowden, Harris, Griffith, Sudler, Dorsey
Waters, Wilson, of Calvert, Merrick, Chilcoat, Rankin, Cullings
Heath, Daniel, Stubbs, Brooke, Bowie, Bowling, Goldsborough,
Rolph, Parker, Smith, of Worcester, Davis, Carper, Grove, Du-
vall, Jarrett, Silver, Stack, Partridge, Abbott, Askew, Har-
rington, Fiery, Witmer, Reichard, Loughridge, Harding, Tower,
Kildow, Frey, Brown, Smith of Caroll, Buffington, Stewart,

Rowles.                                                                       

The proceedings of yesterday, were read.             

Mr. Davis presented a petition of James Montgomery and 115
other citizens of Frederick county praying a law to authorize the
commissioners of Frederick county to levy a sum of money to
build a bridge over Bennett's creek, in said county;

Which was referred to the Frederick county delegation.

Mr Stubbs presented a petition of Joseph Haines and 123 oth-
ers of Cecil county, asking that a new election district may be
formed in the same;

Which was referred to the Cecil county delegation.

Also, presented a 'petition of citizens of Cecil county for the
distribution of the balance due the Eastern Shore for internal im-
provements remaining of the one million pledged for that purpose;

Which was referred to a Select Committee of one from each
county on the Eastern Shore, composed of Messrs. Stubbs,
Goldsborough, Sudler, Roberts, Daniel, Frazier, Parker and
Stack.

Mr. Sudler presented two petitions from sundry citizens of
Kent county praying a prohibitory license law in said county;

Which were referred to the Committee on Judiciary.

Mr. Smith, of Carroll, presented a petition of R. H. McPher-
son, John D. Hammond and 108 citizens of Maryland praying
the passage of a law to prevent the killing and selling of par-
tridges and quails out of season;

Which was referred to the Carroll and Baltimore county delega-
tions.

Also presented a memorial of citizens of Carroll praying the
passage of a law giving to Orphans' Courts the power of appoint-
ing Guardians to sell, locate and transfer bounty land warrants
