THURSDAY, January 31st, 1856.

The House met. Present at the call of the roll the following

members:             

Messrs. Fiery, Speaker pro tem. Harris, Griffith, Neff, Waters,
Wilson, of Calvert, Stone, Chilcoat, Rankin, Cullings, Heath,
Daniel, Thomas, Stubbs, Miller, Bowie, Goldsborough, Rolph,
Parker, Smith, of Worcester, Brengle, Davis, Carper, Grove,
Hauver, Wolfe, Duvall, Jarrett, Silver, Stack, Kennedy, Smith,
of Baltimore city, Abbott, Hugg, Harrington, Witmer, Reichard,
Loughridge, Corby, Harding, Hall, Tower, Frey, Brown, Smith,

of Carroll, Buffington.

                                                                   

The proceedings of yesterday were read.

The Speaker pro tem. laid before the House the following com-
munication:
To the Honorable Wm. H. Travers,

Speaker of the House of Delegates.

In pursuance with a resolution passed 14th of January, 1856,
by your honorable body, requiring the undersigned to make a
certain report therein referred to:

We beg leave respectfully to report the annexed as part of this
and the whole being full in relation thereto so far as we are re-
quired to report.

Of the Board of Commissioners of Baltimore county.

January 25th, 1856.

Mr. Smith of Baltimore city presented a memorial of Francis T.
King, Isaac P. Cook, and others of the city of Baltimore, to al-
low Ellen White, a free colored woman, to return to the State of
Maryland;                                               

Which was referred to the Committee on Colored Population.

Mr. Abbott, presented a petition of Daniel Myers, Levin
Wheatly, and Edwin J. Wheatly, colored persons, praying that
licenses may be granted to them to sail vessels in the waters of the
State of Maryland, as captains or masters, by giving good and
sufficient security for their proper conduct as such;

Which was referred to a Select Committee composed of Messrs.
Frazier, Silver and Hugg.         

Mr. Loughridge presented a petition from the citizens of Wash-
ington county in favor of the act to extend the jurisdiction of
