SUBJECT: STATE ROADS COMMISSION TAKE OVER
PART OF STATE ROAD SYSTEM IN CARROLL COUNTY.

Amendments proposed by Mr. Warfield:

"Amend title by striking out in the third line thereof the
words 'and making an appropriation to pay therefor. '"
[Which was read and adopted. ]

"Amend preamble by striking out the word 'and' at end of
second preamble and by striking out the whole of the third
paragraph thereof. " [Which was read and adopted. ]

"Amend Bill by striking out the whole of Section No. 2. "
[Which was read and adopted. ]

second time and ordered printed for a third reading. ]

ness, being

SENATE BILL No. 135, BY THE PRESIDENT.

SUBJECT: ANNEXATION OF PARTS OF BALTIMORE
AND ANNE ARUNDEL COUNTIES BY THE CITY OF
BALTIMORE.

on its second reading with proposed amendments by Mr.
Frick.
Amendments proposed by Mr. Frick:

No. 12—"After the word 'Act' in line 60 of Section 10 of the
printed Bill, insert the following: 'The rate of local taxation
provided by this section for the territory annexed by this Act
to Baltimore city shall apply to all real and leasehold property
situated in said territory, to all personal property located in
said territory the sitns of which for purposes of taxation is
determined by the place of physical location; to all personal
property including shares of the capital stock of corporations
belonging to residents in said territory, the situs of which for
purposes of taxation is determined by the place of residence
of the owner, and to the proportion of the personal property
of ordinary business corporations located in the territory
annexed by this Act to Baltimore city apportioned under the
Act of 1914, Chapter 324, Section 88-C, to the capital stock
of such corporations owned by residents of said territory;
but no apportionment of the personal property of ordinary
