No. 4—"Strike out all after the word 'all, ' in line 7 of Sec-
tion 8 of the printed Bill, down to and including the word
'passed, ' in line 10 of Section 8, and in lieu thereof insert the
following: 'State taxes levied for the year 1916 and the pro-
portion to December 31, 1916, of all county and other local
taxes, if any, levied for the fiscal year 1916-1917, and all taxes
for previous years which may not have been paid at the time
of the passage of this Act, to the same extent as if this Act
had not been passed. The said treasurers are hereby directed,
in making out the bills for local taxes for the fiscal year
1916-1917, to deduct such proportion thereof as the time from
December 31, 1916, to the end of said fiscal year shall bear -to
the whole year. ' "
Whereupon Mr. Norris offered the following substitute
