by placing a copy upon the desk of each Senator and mem-
ber of the House, Mr. Thomas A. Murray, Jr., a clerk in
the Comptroller's office, accompanying him.
Mr. Chase took the position that he would make public all
of his reports as he made them, and this was my understand-
ing of all of the reports of Mr. Chase, and I believed that
the newspapers had published all of his reports from time to
time, with the exception of some tabulation of figures, which
were filed in the Comptroller's office, and some figures which
were forwarded to me by the Goodnow Commission and which
were tabulated for them.
The Goodnow Commission did not forward their other re-
port until very late. In the meantime, the Attorney-General
had practically prepared all of the Bills redeeming the pledges
of the party platform, and these Bills had been introduced into
the Legislature—most of them prior to the receipt of the
Goodnow Commission reports.
I forward to you today a copy of the Goodnow Commission
report in reference to the consolidation of State offices having
to do with labor conditions. I also forward, accompanying
the same report, a minority report of Judge James Alfred
Pearce and Mr. Francis Neal Parke, in which they vigorously
oppose the consolidation of all the labor bureaus under the
Workmen's Compensation Board. I have but one copy of
the minority report, and this original I forward herewith.
The substance of these reports, if not the reports themselves,
has been published in the daily press.
I forward also report concerning the consolidation of the
State Roads Commission and the Commissioner of Motor
Vehicles. The substance of this report, if not the report it-
self, has been published in the papers.
I want to say, in regard to all the reports of the Com-
mission, that Dr. Goodnow was at liberty to give out all the
reports to the press at the time he forwarded them to me. The
budget report was given to the press at that time, and I
presume all of the other reports were likewise given out in the
same way.
I forward also a report of the Goodnow Commission on
economy and efficiency, recommending the abolition or con-
solidation of certain State offices. The substance of this re-
port, if not the report itself, was published in the daily
papers.
Several of the reports submitted by Mr. Chase were prin-
cipally tabulations, and of these I have but a single copy, but
I forward these copies.
