Also a petition of William F. L. Bounds and others, con-
stituting the Mayor and Council of Salisbury, Maryland,
against the passage of the Bill recently introduced in the
House of Delegates, by Delegate Ward of Wicomico, amend-
ing the Charter of the City of Salisbury and providing for a
general assessment of all property within the limits of said
city. [Which was read and referred to Senator Bennett. ]

Also a petition of the West North Avenue Savings and Loan
Association, 2401 West North avenue, corner of Moreland
avenue, Baltimore, Maryland, in favor of the passage of
Senate Bills No. 461 and 462, introduced by Senator Norris,
regulating taxation of Building and Loan Associations.
[Which was read and referred to the Committee on Finance. ]

Also a petition of the Baltimore Federation of Labor,
through Henry F. Broening, secretary, in favor of Senate and
House Bills to consolidate the Law, Equity and Criminal
Court of Baltimore city, by a constitutional amendment.
[Which was read and referred to the Committee on Amend-
ments to the Constitution. ]

Also a petition of the Bar Association in favor of the Bills
offered in the Senate by Senator Frick of the Third Legisla-
tive District and in the House of Delegates by Delegate
Robert E. Lee, proposing an amendment to Article 4 of the
Constitution, providing for the consolidation of the Common
Law, Equity and Criminal Courts of Baltimore city. [Which
was read and referred to the Committee on Amendments to the
Constitution. ]

REPORT OF THE CONFERENCE COMMITTEE ON SENATE BILL No. 76.

Your conference committee having under consideration
Senate Bill No. 76, entitled "An Act to propose an amend-
ment to Section 52 of Article 3, title 'Legislative Department, '

of the Constitution of this State regulating the making of
appropriations for the General Assembly of Maryland in regu-
lar session and to provide for the submission of said amend-
ment to the qualified voters of this State for adoption or re-
jection, " propose the following amendments:

"In line 60, page 3 of the printed Bill, after the word 'con-
stitution' and before the word 'or, ' insert the following: 'or
the provision made by the laws of the State for the establish-
ment and maintenance of a system of public schools. '"
