Mr. Warfield then proposed the following amendment:
"Strike out all of Section 3 of engrossed Bill and make same
read as follows:

'Section 3. And be it further enacted, That it is hereby
declared that this is an emergency law, and necessary for the
immediate preservation of the public health and safety, and
the same having been passed upon a yea and nay vote sup-
ported by three-fifths of all the members elected to each of
the two Houses of the General Assembly, this Act shall take
effect from the date of its passage. '" [Which amendment
was read and adopted. ]
