We propose, with your consent, to the request of the Gov-
ernor, the return of House Bill No. 583, introduced by Mr.
Leather wood, for further consideration.

PRESENTATION OF PETITIONS, MEMORIALS AND
OTHER PAPERS.
The President submitted a petition of Henry C. Eisen-
trager, 339 South Fulton avenue, against what is called the
Barber Bill, House of Delegates No. 199, protesting against
the passage of the same and calling on Senator Archer, of
Harford county, to tell what it means. [Which was read and
referred to the Committee on Judicial Proceedings. ]
Also a petition of the Torsch Packing Company against
the passage of Senate Bill No. 61 and House Bill No. 75, ap-
propriating $12, 000 for establishing an oyster-shell lime plant
in Southern Maryland. [Which was read and referred to the
Committee on Finance. ]
Also a memorial from Dr. Horace E. Flack, executive in
charge of the Department of Legislative Reference, City of
Baltimore, expressing his thanks to the members of the Senate
for the order which was passed, directing the State Printer
to furnish his department with fifteen copies of all Bills and
four copies of the Journals. He again calls the attention of
the General Assembly that his department has a complete
subject index of all Bills pending before the Legislature, and
that this index shows the action which has been taken. He
furthermore offers the service of the department to every mem-
ber of the Legislature and states that it will give him a great
pleasure to have anyone call on him for information. [Which
was read and referred to the Committee on Finance. ]
