Amendment proposed by Mr. Jones: "Strike out all after
the words 'A Bill, ' and insert in lieu thereof the following:
'entitled An Act to create a special taxing area or district
and to be known as Martin's Additions 1, 2, 3 and 4 to the
village of Chevy Chase, Montgomery county, Maryland, for
the incorporation, election and succession of a Citizens' Com-
mittee, who shall appoint a secretary-treasurer and other
necessary officers, also directing the Board of County Commis-
sioners of Montgomery county, Maryland, to pay over to the
secretary-treasurer of said Citizens' Committee for disburse-
ment for improving, maintaining and repairing county roads,
streets and lanes, the money collected on account of the coun-
try road tax in the same amount and manner as is now re-
quired by law to be paid to incorporated towns in said county;
also empowering the said Citizens' Committee, subject to the
approval of the said Board of County Commissioners, to assess
the cost of certain special improvements against the property
abutting on streets, lanes and sidewalks for certain improve-
ments; the collection of such assessment and disbursement
thereof for the benefit of the residents of said part of said
village; also empowering said Citizens' Committee, subject
to the approval of said Board of County Commissioners to
acquire by purchase, condemnation or otherwise, property
for sewerage disposal purposes, and to assess the cost against
the property using the same; to authorize said Citizens' Com-
mittee, subject to the approval of said Board of County Com-
missioners, to adopt regulations with respect to garbage,
sanitation, erection of buildings, tearing up of streets, speed
regulations, care of property, removal of snow, ice and other
police and health regulations; to provide penalties for the
violation thereof; to authorize Justices of the Peace in said
county to try and punish violators of said regulations and the
sheriff of said county to execute writs; also to authorize said
Citizens7 Committee to borrow money and otherwise contract
indebtedness and obligate said part of said village in amounts
not exceeding 10 per cent, of the assessed valuation of the
real property within said part of said village; also constitut-
ing said Martin's Additions 1, 2, 3 and 4 to the village of
Chevy Chase, a corporation for such purposes and authorizing
said Citizens' Committee to act therefor; also to repeal Chap-
ter 383 of the Acts of the General Assembly of Maryland,
1910, authorizing special levies for said village of Chevy Chase,
in so far as the same may apply to that part of said village
known as H. M. Martin's Additions 1, 2, 3 and 4 to the village,
