The President distributed the following message from the
House of Delegates, being House Bill No. 75, entitled "An
Act to appropriate a sum of money for the purpose of con-
structing plants for converting oyster shells into lime for
agricultural purposes. " [Endorsed: "Read the third time and
passed by yeas and nays. "] [Which was read the first time
and referred to the Committee on Finance. ]

We have received your message proposing the appointment
of a Joint Committee of Conference on the disagreeing votes
of the two Houses on the Senate Bill No. 76, entitled "An Act
to propose amending Section 52, Article 3, Legislative Depart-
ment, etc., " and respectfully inform you that we concur
therein. We have appointed on the part of the House of
Delegates—Messrs, McIntosh, Bryant and Hall.
