Also House Bill No. 459, entitled "An Act to authorize and
empower the Mayor and Council of Hagerstown to acquire
by purchase or condemnation a certain tract or tracts of land,
with the improvements thereon, abutting on and along both
sides of a stream of water for its entire length, commonly called
and known as Marsh Run in Hagerstown, Maryland; the entire
stream of water known as 'Marsh Run, ' from the eastern boun-
dary of the property of the Hagerstown City Park to the
Antietam Creek, together with all rights, easements, privi-
leges and ways of all persons and corporations therein and
any and all streams of water, waterways, water courses,
drains and sewers emptying into said Marsh Run and all
rights, privileges, easements and ways of all persons and cor-
porations therein, without the necessity of submitting the
purchase or the award or the ratification thereof to the quali-
fied voters of Hagerstown; the same, when so acquired, to be
used for drainage purposes for Hagerstown; providing means
of payment therefor and authorizing and empowering the
Mayor and Council to dispose of any part of said tract or
tracts of land so acquired, which, in its opinion, may be un-
necessary for said purposes set forth in this Act. " [Endorsed:

Also House Bill No. 461, entitled "An Act to authorize and em-
power the Mayor and Council of Hagerstown to provide by spe-
cial or general ordinance requiring all abutting owners on any
street or high way of Hagerstown or any portion thereof to pay as
therein set forth a certain portion of the costs of installing a
system of lighting said streets and highways, or portion
thereof with electricity in the manner and method commonly
known as a 'White Way' system of lighting thereof making
the said costs a lien on said property; providing for the pay-
ment thereof by the said abutting owners and the Mayor and
Council in certain pro rata proportions as therein set forth
and providing a means for the collection thereof. " [Endorsed:

Also House Bill No. 452, entitled "An Act to enable the
qualified voters of Loch Lynn Heights, Garrett county, Mary-
land, to determine by ballot whether bonds in the sum not
exceeding fifteen hundred dollars ($1, 500) shall be issued
by the Mayor and Council of said Loch Lynn Heights for the
