STATE CONSERVATION BUREAU.

I suggest and recommend the passage of an Act creating the
office of State Conservation Commissioner, under whose direc-
tion and office shall be placed the work now performed by the
following officials:

The Shell Fish Commission,
The State Fishery Force,

The Fish Commissioner for the Eastern Shore,

The Fish Commissioner for the Western Shore,

The State Mine Inspector,

The State Game Warden,

The State Board of Forestry.

I am of the opinion that a consolidation of these several
offices, the duties of which shall be hereafter cared for by a
State Conservation Commissioner, will not only make for more
efficient government, but likewise accomplish economy. Thus
would be created one Department to foster all of the State's
natural resources.

STATE ROADS COMMISSION AND COMMISSIONER OF MOTOR

VEHICLES.

Since the practical completion of the State Roads, the neces-
sity for maintaining an expensive Commission has ceased. Rec-
ognizing, however, that there is construction yet to be accom-
plished, and maintenance is an ever-existing necessity, it would
be well to appoint One Official to have direction of this impor-
tant business, to be known as the State Highway Commissioner,
who would be vested with all the functions now exercised by
the State Roads Commission; and since all the revenues de^
rived from the office of the Commissioner of Motor Vehicles,
and his other functions pertain to the use and abuse of the roads
and highways, it would be well to. enlarge the functions of the
Highway Commissioner to include those of the Commissioner
of Motor Vehicles, and altogether abolish the latter office.
