With amendment as printed in the Senate Journal of March
1, 1916. Whereupon Mr. Norris was granted permission to
withdraw said amendment and offer the following:
Substitute amendment proposed by Mr. Norris: "To add a
new sub-section to the Bill to be known as Section 5a and to
read as follows: 'That the vote as provided for in the pre-
ceding sections, as "For Prohibition" and "Against Prohibi-
tion, " shall be divided so as to enable the qualified voters of
Baltimore city to decide the question "For Prohibition" or
"Against Prohibition, " as a district separate and apart from
the rest of the State; so that, if the returns as submitted show
that a majority of the voters of Baltimore city qualified under
the laws of this State to participate in such election voting
on this question in such election, have voted "Against Pro-
hibition, " such vote shall be conclusive as to the City of Bal-
timore. Then the laws relating to the sale? manufacture, for
sale and transportation for sale of alcoholic liquors for bever-
age purposes in the State of Maryland, for Baltimore city,
in effect at the date of this election, shall continue in force and
effect unless or until otherwise changed by the General As-
sembly of Maryland. ' "
At 11 o'clock P. M., on motion of Mr. Shepherd, the Senate
went into executive session.
At 11. 05 o'clock P. M. the Senate resumed legislative busi-
ness.
At 11. 07 o'clock P. M., on motion of Mr. Shepherd, the. Sen-
ate adjourned until Friday, March 3, at 11 o'clock A. M.
