MR. PRESIDENT:

There comes a time in every man's life when he must decide
between two conflicting thoughts, as to just what is his duty,
and strange to say the time is here when the clear path of my
duty seems to be diametrically opposite to the dictates of my
conscience. My conscience tells me, as a Democrat in the full
sense of the word, that the proposed amendment to the Consti-
tuition is vicious in the extreme, changing as it does the time-
honored principles of our State and National Government,
