February 18, 1916. Which amendment was rejected by yeas

Amendment proposed by Mr. Norris: "To add a new sub-sec-
tion to the Bill, to be known as Section 5-A, and to read as fol-
lows: 'That the vote as provided for in the preceding sections as
"For Prohibition" and "Against Prohibition, " shall be divided
so as to enable the qualified voters of Baltimore city to de-
cide the question "For Prohibition" or "Against Prohibition"
as a district separate and apart from the rest of the State, so
that if the returns as submitted show that a majority of the
voters of Baltimore city qualified under the laws of this
State to participate in such election have voted "Against
Prohibition, " such vote shall be conclusive as to the City of
Baltimore. Then the laws relating to the sale, manufacture
for sale and transportation for sale of alcoholic liquors for
