PRESENTATION OF PETITIONS, MEMORIALS AND
OTHER PAPERS.
Mr. Frick submitted the following:
To the President of the Senate of Maryland and
the Speaker of the House of Delegates of Maryland:
In compliance with Joint Resolution Number 9 of the Gen-
eral Assembly of Maryland of 1914, which authorized, the ap-
pointment of a joint commission on behalf of the State of
Maryland to confer with a like joint commission on behalf
of the State of Virginia, with reference to concurrent fishery
legislation, Carville D. Benson, chairman of the Commission
on the part of Maryland, begs to report as follows:
The two joint commissions have held three joint meetings,
the first at Old Point Comfort, Virginia, August 3 to 5, 1914,
the second at Baltimore, Maryland, during the Star-Spangled
Banner Celebration, September 11 and 12, 1914, and the third
in Richmond, Virginia, January 18 and 19, 1916.
First Meeting—The Maryland Commission arrived at Old
Point, Virginia, on Monday evening, August 2, 1914, on the
"Governor P. F. Thomas" of the Maryland Oyster Navy. Dur-
ing the same night the Virginia Commission arrived on the
"Commodore Maury. " The next morning the Marylanders and
Virginians held separate caucuses and the following organiza-
tions were announced:
For the State of Maryland—Senator Carville D. Benson,
chairman; A. J. Almony, secretary, with the following mem-
bers present: Senator W. W. Beck, Senator William F. Ches-
ley, Delegates Andrew J. Cummings and Thomas C. Hopkins.
For the State of Virginia—Harry R. Houston, chairman;
R. O. Norris, Jr., secretary, with the following members pres-
ent: Senator John R. Saunders, Senator G. Walter Mapp, and
Delegates J. Harry Rew, J. Davis Reed and George L. Brown-
ing.
The committees from the two States then assembled in
joint conference in the Hotel Chamberlin, where the joint con-
ference was organized. The meeting was called to order by
Chairman Houston, of the Virginia Commission, who extended
the Marylanders a warm welcome, and then announced that
nominations were in order for permanent chairman. Senator
Mapp placed in nomination Hon. Andrew J. Cummings, of
Montgomery county, Maryland, who was unanimously elected
chairman. Senator Benson nominated Harry R. Houston, of
Virginia, as permanent secretary, and he was unanimously
chosen.
