a lofty public spirit, gained for him a prominent place in the
councils of his party and won for him the recognition from
the entire Assembly, irrespective of party. Washington county
has had many distinguished men to represent her in the Halls
of Legislation, but no one represented her with higher honor
or more faithful service than Samuel Emmert; therefore, be it
further

Resolved, That a copy of this resolution be bound with the
Acts of the Assembly for the year 1916 and a copy thereof,
properly engrossed under the Great Seal, be transmitted by
the Secretary of the Senate to the family of the deceased
Senator.

[Which was read the first time, and, on motion of Mr.
Bomberger, was not referred to a committee, but its second
reading was made the order of the day for February 23, at
2 o'clock P. M. ]

REPORTS OF STANDING COMMITTEES.

Mr. Archer, from Committee on Amendments to Constitu-
tion, reported favorably, with amendments,

SENATE BILL No. 76, BY MR. COOPER.

SUBJECT: REGULATING THE MAKING OF APPRO-
PRIATIONS.

Amendments proposed by the Committee: No. 1—"Amend
on page 1 of the printed Bill, by striking out all of line 8
after the word 'First, ' and all of line 9, and inserting in lieu
thereof the following: 'Within twenty days after the conven-
ing of the General Assembly (except in the case of a newly
elected Governor, and then within thirty days after his in-
auguration), unless such time shall be extended by the Gen-
eral Assembly for the session at which the budget is to be
submitted. ? And by striking out on page 1, in line 10, the
word 'Legislature, ' and inserting in lieu thereof the words
'General Assembly. '"

Also No. 2—"Amend by inserting on page 3, in line 51, of
the printed Bill, after the word 'budgets, ' the words 'to correct
an oversight or in case of an emergency, with the consent of
the General Assembly. ' "

Also No. 3—"Amend on page 3 of the printed Bill, by strik-
ing out all of line 59 after the word 'Constitution, ' and all
of line 60, and the first four words on line 61. "
