"Amend Section 4, line 1, by inserting after the word 'the'
and before the word 'erection' the words 'cost of the site. '"
[Which was read and adopted. ] [Which favorable report was
adopted, which was read the second time and ordered printed
for a third reading. ']

The President, distributed the following message from the
House of Delegates, being House Joint Resolution No. 4, in
favor of an increase of the Army and Navy of the Country.
[Which was read the first time and referred to the Com-
mittee on Federal Relations. ]

At 12. 40 o'clock P. M., on motion of Mr. Shepherd, the Sen-
ate went into Executive Session.

At 12. 45 o'clock P. M., the Senate resumed legislative busi-
ness.

ing as follows:
