United States to protect the liberties and lives of American
citizens whenever wrongly threatened or endangered by any
foreign power or armed force, either upon the high seas or in
any part of the world; and be it further

Resolved, That the ability of the United States to defend
the integrity of its territory and to protect its citizens is
the most important issue now before the people; that it rises
above all consideration of party and should enlist the patri-
otic support of every American citizen.

[Which was read the first time and referred to the Com-
mittee on Federal Relations. ]

At 12. 45 o'clock P. M. the Secretary of State appeared and
delivered a menage from the Executive.

REPORTS OF STANDING COMMITTEES.

Mr. Ogden, from Committee on Judicial Proceedings, re-
ported unfavorably Senate Bill No. 74, entitled "An Act to re-
peal and re-enact, with amendments, Section 39 of Article 56
of the Code of Public General Laws, title 'Licenses, ' sub-title
'Traders. '" [Which unfavorable report was adopted. ]

The President, chairman of Committee on Rules, submitted
the following report:

The Committee report unfavorably on the order introduced
by Senator Williams: "That the Senate Committee on Rules
be requested to amend the Senate Rules, relating to the intro-
duction of Bills, so as to provide that Bills introduced for the
purpose of sanctioning bequests, after the title to the same
has been journalized, and record made of the same on his book
by the Secretary, be referred to the Committee on Judicial
Proceedings, without being first printed, unless the Senator
introducing the same shall ask for such printing for special
reasons; and to provide further under the Senate Rules that
all Bills for sanctioning bequests be printed before the end of
the session in one Omnibus Bequest Bill, " for the reason that
said order is in conflict with the contract made for printing
for the Session of 1916. The contract as set forth on page 21
of the Journal of the Senate for the Session of 1916 shows
that under his contract entered into with the State of Mary-
land he is. required to print 300 copies of each and every Bill
offered, including general and local Bills, introduced in the
Senate; and your committee is of the opinion that the contract
had better be kept in its entirety to avoid any question of law
that might arise, [Which unfavorable report was adopted. ]
