forms were not made to stand upon, but to break through. "
This was true in the old days, but I do not think it obtained
at the last election, and certainly not during this Session of
the Assembly. Our platform and the platform of the minority
party both promised legislative economy and increased ef-
ficiency. Legislative economy as a pledge was redeemed and
the record will appear in the next report of the Comptroller
of the State Treasury. Constitutional amendments promised
by the platform have been enacted into laws and will be sub-
mitted for ratification or rejection at succeeding elections.

I believe that, in the main, all of the promises that we made
have been redeemed in good faith, and it should be a matter
of pride to those of the majority to recall the work of the
Session of 1916.

I desire to bear testimony to the patriotism and self-sacrifice
shown by the members of the minority party. They co-oper-
ated with but few differences of opinion in all of the matters
to which they were pledged by their platform. In the main,
the spirit of harmony and co-operation prevailed during the
entire session and the membership has been industrious and.
painstaking.

As your presiding officer, elected without solicitation, ac-
corded by the minority its hearty support, I want to thank
each and all, and my sincere wish is to you and your loved ones
long lives and services of continued usefulness and prosperity.

To the employes of the Senate, I specially desire to extend
my sincere and heartfelt thanks for their faithfulness and
fidelity to the interests of the State. They were called upon
to fill in a work that through previous sessions had been dis-
tributed through nearly twice the number for the session just
closed, but realizing the condition of the Treasury of the State
they unselfishly put behind them everything but to give to the
State tl^e best that they had in their power to perform, and
to each of them is due, in no small degree, credit for the suc-
cess of the session.

The hour of midnight having arrived, it being the ninetieth
legislative day of the Session of 1916, I now declare the Senate
of Maryland adjourned sine die.
