1916] OF THE SENATE. 1135

District of Anne Arundel county, Annapolis city, Allegany
county, Washington county, Frederick county, Prince George's
county, Ellicott City and Havre de Grace, each as a separate
political unit, to determine by ballot whether or not the sale,
manufacture for sale and transportation for sale of alcoholic,
spirituous, vinous, malt and intoxicating liquors for beverage
purposes shall be forever prohibited in the said political units
above designated, respectively, from and after May 1, 1918;
providing for the submission of such question to the voters
of each of the political units herein designated and declaring
the effect of such election, " with respect to the election and
the holding and conduct of the election, the canvassing and
certification of the returns, and the contesting of the election
provided for by said Act, shall be applicable to the election
by this Act provided for, and the election by this Act provided
for shall be held, conducted, canvassed, certified and con-
tested in all respects in conformity with the said provisions of
said Chapter 30 of the Acts of 1916. And if at the election
hereby provided for a majority of the voters in any of the
said districts or parts of districts vote "against prohibition, "
then the effect thereof with respect to any such districts or
parts of districts so voting against prohibition shall be the
same as set forth in Section 4 of said Chapter 30 of the
Acts of 1916,. and if at such election a majority of the voters
in any of the said districts or parts of districts vote "for
prohibition, " then the effect thereof with respect to any such
districts or parts of districts so voting for prohibition shall
be the same and shall be proclaimed as set forth in Section 5
of said Chapter 30 of the Acts of 1916.

'Sec. 3. And be it further enacted, That said Chapter 30
of the Acts of 1916, title aforesaid, be and the same hereby is
repealed to the extent, but to the extent only, that is provides
for submitting the question above mentioned to the voters of
Prince George's county, it being the intent of this Act that
the said question shall be submitted to the districts or parts
of districts herein named, in accordance with the provisions
of this Act, and not to the voters of the whole county; but
in all other respects the said Act of 1916, Chapter 30, shall
continue in full force and effect, to the same extent as if this
Act had never been passed.

'Sec. 4. And be it further enacted, That this Act shall take
effect from the first day of June, 1916. ' " [Which was laid
