that organized and employed under this sub-division of this
Article, and no officer or other employe of the said Mayor
and City Council of Baltimore shall disburse any money
therefor; and the power of said Mayor and City Council to
levy and collect taxes and appropriate and disburse money
for the payment of the police force organized and employed
under this sub-division of this Article shall be exercised as
herein directed, and not otherwise; and in case the amount so
as aforesaid to be estimated by the said Board shall from any
cause prove insufficient for the necessary expenses for the
current year, the said Board is authorized and empowered
to issue certificates and raise money therefrom, as hereinbefore
provided to meet the said exigency; provided, however, that no
additional issue shall exceed the sum of fifty thousand dollars
in any one year, and that the amount thereof shall be added
to the estimate, assessment and levy for the year next ensu-
ing, and that the said certificates shall not be made payable
at an earlier day than twelve months from the date of their
issue, but may be receivable in payment of city taxes at any
time they may be so presented.

'It shall be their duty annually to submit to the Board of
Estimates, as required by Section 36, hereof, an estimate of
the sum of money necessary to enable them to discharge the
duties imposed upon them by law for the next ensuing year,
and the said Board of Police Commissioners are authorized
to make requisitions from time to time upon the Comptroller
of the City of Baltimore, or other proper disbursing officer
of the corporation, for such sum of money as may from time
to time be necessary to enable them to discharge the duties
imposed upon them by law; provided that such requisition in
any year shall not exceed for any specified purpose, or in the
aggregate, the amount appropriated in the Ordinance of Esti-
mates for that year; and provided further, that in the event
of any unexpected emergency arising in any year, requiring
the expenditure of a larger sum by the said Board of Police
Commissioners, in order to perform the duties imposed upon
them by law, than the amount which may have been appro-
priated in the Ordinance of Estimates for that year, the
Board of Police Commissioners is hereby authorized to make
requisitions upon the Board of Estimates of Baltimore city
for such additional amount as they may deem necessary to
meet such emergency, and the Board of Estimates of Baltimore
city is authorized, if in their judgment such an emergency has
arisen, to direct the Comptroller of the City of Baltimore,
