Sec. 2. And be it further enacted by the General Assembly, That
this section is hereby declared to be an emergency measure and neces-
sary for the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote supported by three-
fifths of the members elected to each of the two houses of the General
Assembly, the same shall take effect from the date of its passage.

CHAPTER 615
(Senate Bill 520)

AN ACT to add new Sections 19 (f-1) and 20 (h-½) to Article 2B
of the Annotated Code of Maryland (1957 Edition), title "Alco-
holic Beverages", sub-title "Beer, Wine and Liquor Licenses", to
follow respectively after Sections 19 (f) and 20 (h) thereof; to
repeal and re-enact, with amendments, Sections 19 (n) and 20 (n)
of said Article and sub-title (1957 Edition and 1960 Supplement);
to add new Section 69 (d-1) to said Article (1957 Edition), sub-
title "Revocation and Suspension of Licenses", to follow imme-
diately after Section 69 (d) thereof; to add new Sections 161 (a-1),
164 (a-1) and 165 (b-1) to said Article (1957 Edition), sub-title
"County Liquor Control Boards and Dispensaries", to follow
respectively after Sections 161 (a), 164 (a) and 165 (b) thereof;
to repeal and re-enact, with amendments, Sections 159 (c) and
168 of said Article (1957 Edition and 1960 Supplement), sub-title
"County Liquor Control Boards and Dispensaries"; and to add a
new Section 180A to said Article (1957 Edition), sub-title "Con-
sumers", to follow immediately after Section 180, thereof, pro-
viding for certain beer, wine and liquor licenses in Garrett County,
establishing a Liquor Control Board in Garrett County, relating
to the county liquor dispensaries therein, regulating the possession,
purchase or procuring of alcoholic beverages by minors in said
county and relating generally to the sale and procuring of alcoholic
beverages in Garrett County, AND MAKING THIS ACT SUB-
JECT TO A REFERENDUM.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 19 (f-1) and 20 (h-1/2) be and they are hereby
added to Article 2B of the Annotated Code of Maryland (1957 Edi-
tion), title "Alcoholic Beverages", sub-title "Beer, Wine and Liquor
Licenses", to follow respectively after Sections 19 (f) and 20 (h)
thereof; that Sections 19 (n) and 20 (n) of said Article and sub-
title (1957 Edition and 1960 Supplement), be and they are hereby
repealed and re-enacted, with amendments; that new Section 69
(d-1) be and it is hereby added to said Article (1957 Edition), sub-
title "Revocation and Suspension of Licenses", to follow immediately
after Section 69 (d) thereof; that new Sections 161 (a-1), 164 (a-1)
