nursing home patients. This distri-
bution of funds between the program
for Baltimore City and the program
for Counties and the program for
Statewide special services to nursing
home patients may be adjusted upon
recommendation of the Board of
Health and the approval of the
Governor.
10.01.03.04 Hospital In-Patient Program
General Fund Appropriation for the purchase
of hospital in-patient care in the thirty-eight
(38) General Hospitals and seven (7) Special
Hospitals listed in the program and perform-
ance statement for individuals whose finan-
cial status is determined by the local Depart-
ment of Public Welfare under policies estab-
lished jointly by the State Department of
Public Welfare and the State Department of
Health; and for the purchase of nursing home
care for patients previously certified by the
Department of Public Welfare for care under
the In-Patient program who are discharged
from one of the listed hospitals prior to De-
partment of Public Welfare's determination
of eligibility for a grant for nursing home
care.
Payments for care rendered in General Hos-
pitals shall be the lesser of billings to other
patients for like services or 80% of the hos-
pital's approved per diem cost; except that
hospitals having a per diem cost above $13.00,
of which 80% would be less than $13.00, shall
be paid at $13.00; and hospitals having a per
diem cost of less than $13.00 shall be reim-
bursed at cost.
Payments for care rendered in Special Hospitals
shall be the lesser of billings to other patients
for like services or 80% of the hospital's ap-
proved per diem cost; except that hospitals
having a per diem cost above $5.50 of which
80% would be less than $5.50, shall be reim-
bursed at $5.50 and hospitals having a per
diem cost of less than $5.50 shall be reim-
bursed at cost; and except that in the case of
Eudowood, a Tuberculosis Hospital, payments
shall be the lesser of the average cost in State-
owned tuberculosis hospitals or 80% of the
approved cost per patient day.
Payments for post hospital care in nursing
homes shall be at the rates established by the
Department of Public Welfare grant for cli-
ents with comparable needs.
