Whereas, There has not been a new general reregistration of
voters in Baltimore County since 1948, as was provided by Chapter
788 of the Acts of 1947 of the General Assembly of Maryland; and

Whereas, The Chairman of a committee for the losing candidates
for the presidential election in 1960 charged in the public press that
"sizable attempts may be made to vote by persons wrongfully claim-
ing to be properly registered in the county"; and

Whereas, In connection with said election, the Federal Bureau
of Investigation disclosed that at the request of the Department of
Justice it was conducting an investigation of the charges of false
voter registration in the County; and

Whereas, The minority party complained in connection with said
election that some 700 to 1,000 letters sent to new voters on the
County's registration lists were returned to the Post Office as unde-
liverable; now, therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 33 of the
Annotated Code of Maryland (1957 Edition), title "Elections", sub-
title "Registration by Permanent Boards of Registry", said section
to be known as Section 38A, to follow immediately after Section 38
of said Article, and to read as follows:

38A. In Baltimore County a new general registration of all the
qualified voters of said county shall be made by the boards of registry
prior to the primary election in 1962,
BOARD OF SUPERVISORS
OF ELECTIONS IN THE CALENDAR YEAR OF 1961, such new
general registration to be made in the same manner and under the
same rules in all respects as provided in this Article so far as the
same may be applicable. The registration of voters made under the
provisions of this section shall supersede and thereafter be used in
the place of the present registration of voters in Baltimore County.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to repeal and re-enact, with amendments, Section 2-106.1
of the Montgomery County Code (1955 Edition, being Article 16
of the Code of Public Local Laws of Maryland), title "Mont-
gomery County", sub-title "Administration", as said section was
enacted by Chapter 190 of the Acts of 1959 to provide for a partial
exemption from all County real estate taxes for widows of sixty-
