(r) Penalties.Any person violating any of the provisions of
this section shall be deemed guilty of a misdemeanor and upon con-
viction thereof, unless otherwise herein specified, shall be fined more
than two hundred dollars ($200.00).

(1)   Excepting violations of subsections (c), (d), (e), (g), and
(k), any person found guilty by a court of law of three violations of
the provisions of this section within any twelve (12) month period
may, in addition to the fine herein prescribed, have his license sus-
pended or revoked by the Department, after a hearing thereon by
the Department after ten (10) days notice to the licensee, served by
registered mail to the addressee only, or by personal service by the
Department or its duly authorized officers.

(2)   All violations of this section by resident licensees, or by others
residing in Somerset County, shall be tried by the trial magistrates
of the county, anything to the contrary in this article notwithstand-
ing; but nothing herein contained shall deny to any defendant the
right to waive the jurisdiction of the trial magistrates, or to appeal
to the Circuit Court for Somerset County from any ruling, decision
or finding of the trial magistrates.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 491
(House Bill 236)

AN ACT to authorize and empower the County Commissioners of
Dorchester County to borrow at one time or from time to time,
upon the faith and credit of Dorchester County, and to issue and
sell at one time or from time to time its negotiable promissory
notes, certificates of indebtedness or bonds therefor, a sum or
sums of money not to exceed One Million Dollars ($1,000,000.00),
at an average net interest rate not in excess of five per centum
(5%) per annum for the entire issue, for the purpose of erecting
new school buildings, purchasing land for new school buildings,
payment of architect's and other professional fees in connection
therewith, alteration or repair of existing school buildings and
equipping of school buildings in Dorchester County; or for match-
ing Federal funds for such purposes; and to levy taxes upon the
assessable property in Dorchester County to provide funds for
the payment of interest and principal upon said notes, certificates
of bonds, as the same shall mature and become payable; and to
permit the use for such payment purposes of any State Building
Incentive Funds allocated to said Dorchester County.
