(b) The State Board of Health shall have full power and au-
thority to make and promulgate reasonable rules and regulations
AND TO PRESCRIBE MINIMUM STANDARDS for OF safety and
sanitation in the physical plant of diagnostic, therapeutic and laborer
tory; AND IN THE DIAGNOSTIC, THERAPEUTIC, AND LABOR-
ATORY facilities and equipment of each such hospital; and OF serv-
ices for the care of patients and their medical supervision. Nothing
contained in this subtitle shall affect the right of each institution to em-
ploy its own personnel and staff, and provided further that said rules
and regulations are not in conflict with any provisions of this sub-title.
The State Board of Health may modify, amend or rescind such regu-
lations from time to time as may be in the public interest.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 533)

AN ACT to add a new Section 5 (Y) to Article 25A of the Annotated
Code of Maryland (1957 Edition and 1960 Supplement), title
"Chartered Counties of Maryland", sub-title "Express Powers",
to follow immediately after Section 5 (X) thereof, adding to the
Express Powers Act for chartered counties a provision that any
such county is authorized to organize and establish a County Board
of Health which shall have and exercise all the powers and duties
of a local board of Health as provided in Article 43 of the An-
notated Code of Maryland entitled "Health".

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 5 (Y) be and it is hereby added to Article 25A of
the Annotated Code of Maryland (1957 Edition and 1960 Supple-
ment), title "Chartered Counties of Maryland", sub-title "Express
Powers", to follow immediately after Section 5 (X) thereof, and to
read as follows:

(Y.) County Board of Health

To organize and establish a County Board of Health, OR TO PRO-
VIDE THAT THE COUNTY COUNCIL SHALL BE THE COUNTY
BOARD OF HEALTH, which shall have and exercise all powers and
duties of a local Board of Health as provided in Article 43 of the
Annotated Code of Maryland, title "Health".

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
