411-O. The Department of Forests and Parks shall cooperate with
the County Commissioners, or their duly designated agencies, in the
formulation, adoption, amendment, extensions or additions to the
Patuxent River Watershed Plan in each of the counties affected
thereby. The approval of the Director of the Department of Forests
and Parks shall be placed on all maps, plans or descriptive matter
which form a part of the Plan.

411P. The Director of The Department of Forests and Parks shall
have the authority to enter into agreements, with the respective
counties affected hereby, and/or their duly designated agencies, for
the acquisition of land or other property to accomplish the purposes
of this sub-title. The Director may obligate the Department to pay
fifty per centum (50%) of the cost of the land or other properties,
plus fifty per centum (50%) of the normal costs of acquisition
thereof; provided, however, that funds have been appropriated, and
are on hand, which are sufficient to meet the obligation of the De-
partment under such agreements.

411Q. The County Commissioners, or their duly designated agen-
cies, shall prepare an annual program for the acquisition of land
and other properties within the areas affected by the Patuxent River
Watershed Plan, showing the total acreage proposed to be purchased
during the coming fiscal year, for the purposes of this sub-title,
together with the estimated costs of the annual program.

411R. The County Commissioners of the counties affected hereby
are authorized to levy an annual special tax for the benefit of and
on behalf of the Patuxent River Watershed acquisition program,
upon all of the property within the respective counties now, or in the
future, assessed for county taxation purposes. The County Commis-
sioners are authorized to allocate the aggregate amount collected
by said tax to their own Patuxent River Watershed acquisition pro-
gram, or to pay the aggregate amount collected by said tax to their
duly designated agency under the provisions of this sub-title for
the agency's Patuxent River Watershed acquisition program. The
proceeds of the tax shall be expended by the County Commissioners,
or their duly designated agencies, only within the counties wherein
the tax was collected, for the acquisition of lands and other property
shown on the Patuxent River Watershed Plan as recommended to be
purchased for the protection of the watershed. The proceeds of the
tax shall be expended on a 50-50 matching basis with the Depart-
ment of Forests and Parks, fifty per centum (50%) of the cost of the
land and other property plus fifty per centum (50%) of the normal
costs of acquisition to be paid by the Department of Forests and
Parks as provided for in this sub-title.

411S. The County Commissioners, or their duly designated agen-
cies, are authorized and empowered to acquire land and other prop-
erty for the purposes enumerated in this sub-title in anticipation of
the matching money of the Department of Forests and Parks, as
provided for in this sub-title, when, in the sole discretion of the
County Commissioners, or their duly designated agencies, the
acquisition of said land is deemed immediately essential to the safe-
guarding and preservation of the Patuxent River Watershed Plan.
