in this sub-title, based upon the width and surfacing of the street,
road, alley or right-of-way in which the connection is made; pro-
vided, however, that the connection charge on either side of the
street, road, alley or right-of-way shall be uniform. All of the rev-
enue above actual cost derived from such charges shall be retained
by the Commission as a fund for extensive, repairs, replacements
or any extraordinary expense in the maintenance and operation of

the water supply, sewerage or drainage systems under its control [.]
; provided that the cost of water meters may be charged against said
fund.
BE CREDITED WHOLLY OR PARTIALLY TO THE OPER-
ATING FUND OF THE COMMISSION OR, IN THE DISCRETION
OF THE COMMISSION, TO A SPECIAL FUND FOR EXTEN-
SIONS, REPAIRS, REPLACEMENTS OR ANY OTHER EX-
PENSES IN THE MAINTENANCE AND OPERATION OF THE
WATER SUPPLY, SEWERAGE, OR DRAINAGE SYSTEMS
UNDER ITS CONTROL.

SECTION 417.

(A) FOR THE PURPOSE OF PROVIDING FUNDS FOR
MAINTENANCE, REPAIRING AND OPERATING ITS WATER
SUPPLY, SEWERAGE OR DRAINAGE SYSTEMS, AND FOR
ITS OPERATION AND OTHER EXPENSES, INCLUDING
PROPER DEPRECIATION ALLOWANCES, AND FOR INTER-
EST ON, AND THE RETIREMENT OF BONDS AS SPECI-
FIED IN THIS SUB-TITLE, THE COMMISSION IS HEREBY
EMPOWERED TO MAKE A READY-TO-SERVE CHARGE ON
WATER, [AND] A CHARGE FOR THE UPKEEP OF SEWERS
AND A SEWER SERVICE CHARGE, ALL OF SUCH CHARGES
BEING CHARGEABLE AGAINST ALL PROPERTIES HAVING
A CONNECTION WITH ANY WATER PIPE OR SEWER PIPE
UNDER ITS SUPERVISION OR OWNERSHIP. [SAID RATE
FOR BOTH] THE READY-TO-SERVE CHARGE ON WATER,
[AND SUCH] CHARGE FOR THE UPKEEP ON SEWERS AND
CHARGE FOR SEWER SERVICE SHALL BE UNIFORM
THROUGHOUT SUCH SANITARY DISTRICT, SUBJECT TO
SUCH CHANGES FROM TIME TO TIME AS MAY BE NECES-
SARY.

(D) THE SEWER SERVICE CHARGE SHALL BE MADE ON
WHATEVER REASONABLE BASIS THE COMMISSION SE-
LECTS AND MAY BE COLLECTED ON AN ANNUAL, SEMI-
ANNUAL OR QUARTERLY BASIS. NEITHER THE DATES OF
COLLECTION NOR THE INTERVALS BETWEEN SUCH DATES
NEED BE UNIFORM THROUGHOUT A SANITARY DISTRICT.
IF ANY BILL FOR SUCH SEWER SERVICE CHARGE RE-
MAINS UNPAID FOR SIXTY DAYS AFTER BEING SENT BY
THE COMMISSION, IT SHALL BE COLLECTIBLE FROM THE
OWNER OF THE PROPERTY SERVED IN THE SAME MAN-
NER AS OTHER DEBTS ARE COLLECTED IN HARFORD
COUNTY, AND SHALL BE A FIRST LIEN AGAINST SAID
PROPERTY.

Sec. 2. And be it further enacted, That this Act shall take effect
on June 1, 1961.
