liminary expenses of any newly constituted sanitary district or for
contributing to its initial construction costs, the Board of County
Commissioners in its discretion may furnish the Commission with
a sum of money not exceeding Twenty-five Thousand Dollars
($25,000.00), which shall be repaid out of the first available moneys
derived from the sale of the first bonds issued, if any.] In the event
that the funds available to the Harford County Metropolitan Com-
mission from all sources are insufficient to pay any bonds issued
hereto, then the County Commissioners of Harford County in the

next succeeding fiscal year shall levy and collect a tax under its

general powers of property taxation sufficient to pay said bonds,
together with accrued interest to the date of payment.
HERE-
UNDER, TOGETHER WITH THE INTEREST DUE THEREON,
THEN THE COUNTY COMMISSIONERS OF HARFORD COUN-
TY IN EACH AND EVERY FISCAL YEAR IN WHICH BONDS
ARE OUTSTANDING, SHALL LEVY AND COLLECT AD VA-
LOREM TAXES UPON ALL THE ASSESSABLE PROPERTY
WITHIN THE CORPORATE LIMITS OF HARFORD COUNTY
IN RATE AND AMOUNT SUFFICIENT TO PROVIDE FOR
SUCH PAYMENTS, WHEN DUE, TOGETHER WITH ACCRUED
INTEREST TO THE DATE OF PAYMENT. IN THE EVENT
THE PROCEEDS FROM THE TAXES SO LEVIED IN ANY
SUCH FISCAL YEAR SHALL PROVE INADEQUATE FOR THE
ABOVE PURPOSES, THE COUNTY COMMISSIONERS OF HAR-
FORD COUNTY SHALL LEVY ADDITIONAL TAXES IN THE
SUCCEEDING FISCAL YEAR TO MAKE UP ANY DEFI-
CIENCY.

Section 411.

Whenever the plans and specifications for water supply, sewerage
or drainage systems for any sanitary district shall have been com-
pleted and the Commission shall have decided Rafter opportunity for
a hearing has been given;} WHEN REQUIRED BY THIS SUB-
TITLE to proceed with the construction thereof, it shall advertise,
by notice in one newspaper published in said County and such news-
papers and technical press as it may deem proper, for bids for the
construction of said system or systems, in part or as a whole, as in its
judgment may appear advisable. The contract shall be let to the low-
est responsible bidder, or the Commission may reject any and all
bids, and, if in its discretion the prices quoted are unreasonable or
unbalanced, it may re-advertise the work by day labor; provided that
at any time the Commission may, in its discretion, expend by day
labor for construction work an amount not exceeding One Thousand
Dollars ($1,000.00) without advertising [or] and receiving bids. All
such contracts shall be protected by such bonds, penalties and condi-
tions as the Commission may require, all of which shall be enforced
in any court having jurisdiction.

Section 412.

(a) For the purpose of paying the interest and principal of the
bonds issued by said Commission as in this sub-title provided for
the water supply, sewerage or drainage systems to be constructed,
purchased or established under this sub-title, the said Commission
is hereby empowered [to establish a proper and reasonable charge
for connection with said water supply, sewerage and drainage sys-
tem so to be constructed, purchased or established as aforesaid, and]
