tribution to the Retirement System, when and as payable, shall be
made by the United States, or otherwise, and provided the State shall
not be responsible for payment of such employer's contribution. In
all cases of doubt, the board of trustees, provided for in Section 11
of this article, shall determine whether any person is an employee as
defined in this article, irrespective of the method of payment.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(Senate Bill 406)
AN ACT to add a new Section 66C 66 (c-1) to Article 48 of the Anno-
tated Code of Maryland (1957 Edition), title "Inspections", sub-
title "State Tobacco Authority", to follow immediately after Sec-
tion 66C 66 (c) thereof, providing that every person ordinarily re-
ferred to as a person in charge of a leaf account in the marketing
of leaf tobacco is required to be licensed under said Section 66 for
the purchase and sale of tobacco.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 66C 66 (c-1) be and it is hereby added to Article 48
of the Annotated Code of Maryland (1957 Edition), title "Inspec-
tions", sub-title "State Tobacco Authority", to follow immediately
after Section 66C 66 (c) thereof and to read as follows:
66C. 66.
(c-1) Every person ordinarily referred to as a person in charge of
a leaf account is required to be licensed under this section for the
purchase and sale of tobacco under this sub-title.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961. THAT THIS ACT IS HEREBY DECLARED TO BE
AN EMERGENCY MEASURE AND NECESSARY FOR THE
IMMEDIATE PRESERVATION OF THE PUBLIC HEALTH AND
SAFETY, AND HAVING BEEN PASSED BY A YEA AND NAY
VOTE SUPPORTED BY THREE-FIFTHS OF THE MEMBERS
ELECTED TO EACH OF THE TWO HOUSES OF THE GEN-
ERAL ASSEMBLY, THE SAME SHALL TAKE EFFECT FROM
THE DATE OF ITS PASSAGE.
