cation", sub-title "Chapter 30. Vocational Rehabilitation", said new-
Section to follow immediately after Section 297 of said Article and
sub-title, and to be known as Section 297A, authorizing the State
Board of Education to cooperate with certain other agencies in
providing, studying and developing vocational rehabilitation pro-
grams, facilities and studies.; AND PROVIDING CERTAIN
EXCEPTIONS FROM THE EFFECT OF THIS ACT.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1957 Edition and 1960 Supplement),
title "Public Education", sub-title "Chapter 30. Vocational Rehabilita-
tion", to follow immediately after Section 297 of said Article, to be
known as Section 297A, and to read as follows:
297A.
In carrying out this sub-title, the State Board may also cooperate
with other departments, agencies, and institutions, both public and
private, in providing for the vocational rehabilitation of handicapped
individuals, in studying the problems involved therein, and in estab-
lishing, developing, and providing, in conformity with the purposes
of this Act, such programs, facilities, and services as may be neces-
sary or desirable. ; PROVIDED, HOWEVER, THAT NOTHING IN
THIS SECTION SHALL BE CONSTRUED TO APPLY TO THE
WORKSHOPS FOR THE BLIND OR THE ADULT BLIND.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1961.

(Senate Bill 232)
AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding two million dol-
lars ($2,000,000.00), the proceeds derived from the sale of the
certificates of indebtedness to be used for the acquisition, by pur-
chase, condemnation or any other legal means, of land or property,
or any rights therein, in the City of Baltimore, and for establish-
ing, constructing, erecting and equipping thereon or on any other
land or property now or hereafter owned or controlled by the
Mayor and City Council of Baltimore, buildings, structures and
facilities to be used by or for the Baltimore Urban Renewal and
Housing Agency, the Department of Welfare and a Central Garage,
respectively, for or in connection with any and all of their respec-
tive functions and activities, and for doing any and all things
necessary, proper or expedient in connection with or pertaining to
any or all of the matters or things hereinbefore mentioned; pro-
viding that the municipality shall designate in certain ordinances
the particular buildings, structures or facilities to be established
and constructed, and the amount of money to be expended in con-
nection therewith, and the particular general use to be made there-
