aforesaid levy only for the purposes of participation by the State
in this incentive fund, provided, however, that such additional
amounts as may be made available under the provisions of this sec-
tion shall be expended solely for school building construction, school
facilities, and school land which will have been contracted for after
June 1, 1955.

222A. Special incentive provision for growing school systems.

In addition to the provisions in Section 222 for the appropriation
of State funds, there shall be included in the State Budget Bill each
year an extra appropriation to increase State support of school con-
struction in the several political subdivisions in which school popula-
tion is increasing, as in this section provided. In each county and
Baltimore City, there shall be computed the number of pupils en-
rolled (meaning for the purposes of this section the average number
of pupils enrolled in public schools in the month having the highest
average pupil enrollment) for the first and second next previous
school years. For each pupil by which the number of pupils enrolled
for the first next previous school year may exceed the number of
pupils enrolled for the second next previous school year, in each
political subdivision respectively, the sum of seventy dollars ($70.00)
shall be placed in the Budget Bill, for appropriation to the respective
political subdivisions. These payments shall be from the general
funds of the State, and they shall be made in general conformity to
the procedural provisions in Section 222 (7) of this sub-title.

SEC. 4. AND BE IT FURTHER ENACTED, THAT SECTION
159 (d) OF SAID ARTICLE AND SUB-TITLE (1960 SUPPLE-
MENT), BE AND IT IS HEREBY REPEALED, AND THAT A
NEW SECTION 159 (D) BE AND IT IS HEREBY ENACTED IN
LIEU THEREOF, TO STAND IN THE PLACE OF THE SECTION
SO REPEALED, AND TO READ AS FOLLOWS:

159.

(D) FOR THE SCHOOL YEAR 1961-1962 AND CONTINUING
THEREAFTER, AND SUBJECT TO THE PROVISIONS OF THIS
SECTION, EVERY FULL-TIME SUPERVISING TEACHER OR
SUPERVISOR OF PUPIL PERSONNEL I HOLDING A REGU-
LAR CERTIFICATE, OR EQUIVALENT STATUS IN BALTI-
MORE CITY AS DETERMINED BY THE STATE DEPARTMENT
OF EDUCATION, SHALL RECEIVE A SALARY OF NOT LESS
THAN THE AMOUNT SPECIFIED IN THE FOLLOWING SCALE
FOR THE YEAR OF TEACHING AND SUPERVISING SERVICE
APPLICABLE TO HIM OR HER. SUCH SUPERVISING TEACH-
ERS OR SUPERVISORS OF PUPIL PERSONNEL I SHALL BE
EMPLOYED ON A TWELVE-MONTH BASIS.
