elusive, which the tax rate levied for the incentive fund in said
county or in the City of Baltimore bears to the total county or
Baltimore City tax rate].

The State Superintendent of Schools shall certify to the Comp-
troller, on or before the last day of July and September, the tenth
day of December, the last day of January, March and May, one-sixth
of the sum due the county board of education of each county quali-
fied to participate in this incentive fund and the City of Baltimore
if it is qualified to participate in this incentive fund. Thereupon
the Comptroller shall within five days of the above said dates draw
his warrant on the Treasurer of the State of Maryland for the
respective amounts due the City of Baltimore and due the boards
of education of each county entitled to receive the same, and the
Treasurer of the State of Maryland, upon receipt of said warrants
shall immediately pay the amount due to the City of Baltimore and
the respective boards of education.

Sec. 2. And be it further enacted, That Sections 106 (b) and
106 (f) of said Article 77 (1960 Edition), sub-title "Chapter 8.
Teachers' Certificates, Salaries and Pensions"; and that Section
215 (c) of said Article 77 (1957 Edition), sub-title "Chapter 20.
Source and Distribution of Income" be and they are repealed and
re-enacted, with amendments, to read as follows:

106. Same—Minimum principals' and teachers' salaries.

(b) Schedules. Beginning with the school year [1960-1961]
1961-1962 and continuing thereafter; subject to the other provisions
of this section, every teacher, with a degree, holding a regular
bachelor of science, academic, special, vocational, or higher certifi-
cate shall receive an annual salary of not less than the amount
specified in the following schedule, which figures shall also be used
for the purposes of the calculation of equalization payments, for
the year of teaching applicable to him or her:

In addition, the actual annual salaries paid to teachers in the
eleventh year or more of teaching experience, for the school year
1960-1961 and continuing thereafter, shall exceed by at least three
hundred dollars ($300.00) the annual salary for equivalent teach-
ing experience which was in effect in the respective county during
the month of November, 1959. However, in any political subdivision
in which, under the authority of subsection (1) of this section, the
maximum annual salary paid to teachers is equal to or greater than
$7,300, the sum of $300, which is specified in this paragraph may
be applied toward the payment of what are generally referred to as
