weeks in at least one newspaper published in the town in which, or
nearest to which, the applicant's proposed place of business is to be
located; (2) when the board of license commissioners has approved
the application for a license, it shall issue the license upon payment
of the fee required.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to repeal and re-enact, with amendments, Sections 264, 268,
281, 282(a) and 282(b) of Article 77 of the Annotated Code of
Maryland (1957 Edition and 1960 Supplement), title "Public Edu-
cation", sub-title "Chapter 27. Free Scholarships", providing that
certain senatorial scholarships currently to be awarded by the
State Senator from the Third Legislative District of Baltimore
City shall be awarded by an appropriate authority of the particu-
lar school concerned, clarifying the present procedure for filling
senatorial scholarships at Morgan State College, CLARIFYING
THE PROCEDURE FOR FILLING SENATORIAL SCHOL-
ARSHIPS AT CERTAIN EDUCATIONAL INSTITUTIONS
AWARDED BY THE STATE SENATOR FROM PRINCE
GEORGE'S COUNTY and relating generally to the filling of schol-
arships at certain educational institutions in Maryland with par-
ticular reference to those granted to the State Senator from the
Third Legislative District of Baltimore City.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 264, 268, 281, 282(a) and 282(b) of Article 77 of the
Annotated Code of Maryland (1957 Edition and 1960 Supplement),
title "Public Education", sub-title "Chapter 27. Free Scholarships",
be and they are hereby repealed and re-enacted, with amendments, to
read as follows:
264. Peabody Institute of the City of Baltimore.
One student from each senatorial district in the counties of this
State and two students from each senatorial district in the City of
Baltimore shall be educated free of charge for tuition at the Peabody
Institute of the City of Baltimore. No student shall hold any such
appointment for a period longer than four years. Each student re-
ceiving such an appointment shall give bond to the State of Mary-
land, in such amount and with such security as may be approved by
the president of the board of trustees of Peabody Institute of the
City of Baltimore, that he or she will teach in the public schools of
this State for not less than two years after leaving the Peabody
