number of voters who have operated the machine during said period
of voting;

(k) Have a protective counter, or other device, the register of
which cannot be reset, which shall record the cumulative total num-
ber of movements of the operating mechanism;

(1) Be provided with a lock or locks, by means of which, imme-
diately after the polls are closed, or the operation of the machine
for an election is completed, all movement of the registering mech-
anism is absolutely prevented;

(m) Be provided with a screen, hood or curtain, which shall con-
ceal the actions of the voter while voting;

(n) Be constructed of material of good quality, in a neat and
workmanlike manner;

(o) When properly operated, register or record correctly and accu-
rately every vote cast;

(p) Be so constructed that a voter may readily learn the method
of operating it;

(q) Be safely transportable ;

(r) Be so constructed and controlled that, during the progress of
voting, it shall preclude every person from seeing or knowing the
number of votes registered for any candidate, and from tampering
with any of the registering mechanism.

126.

(b) The judges shall meet at their respective polls on election day
at least one-half hour before the opening of the polls, and shall then
inspect the equipment furnished. If at least two judges of election
of opposite party affiliation are present, they shall open the envelope
containing the keys to each voting machine and shall, except in the
case of machines so constructed as to furnish a printed or photo-
graphic record of the setting of the counters and the numbers regis-
tered thereon by voting,
unlock the counter compartment to ascertain
whether the tabulating devices are all set at zero (000), and whether
the numbered seal on the operating lever is unbroken, and that the
number thereon is identical with the number certified on the envelope
containing said keys. They shall also compare the number appear-
ing on the dials of the exposed counter designed to register every
consecutive operation of the machine with the reading thereof noted
on the said envelope containing said keys. If the machine is so con-
structed as to furnish a printed or photographic record of the setting
of the vote registering counters as they appear prior to the opening
of the polls the counter compartment shall not be opened nor shall
the counters be exposed to view and such printed or photographic
record shall be examined in the same manner as provided herein for
the examination of counters to ascertain that all are set at zero
(000).

If after such an inspection the said judges shall find the machine to
be in proper order, they shall sign a certificate to that effect, which
shall be returned to the supervisors of elections with other equip-
ment; and after signing such certificate they shall remove the metal
